This web service contains the functions for Resubmit To Licensing Authority Operation on a Ticket.

  Receives RequestInfo class object which contains required information for Resubmit To Licensing Authority operation. In return it will return ResponseInfo class object which will tell whether an operation was successfull, if not it will return ErrorCode and ErrorMessage.
