This web service contains the functions for Mark Stat Dec Rejected operation.

  Receives RequestInfo class object which contains required information to Mark Stat Dec Rejected for the ticket. In return it will return ResponseInfo class object which will tell whether an operation was successfull, if not it will return ErrorCode and ErrorMessage.
